Licenses
Getting certified, and what homeowners will check
Our license guide tells homeowners which state credential to ask for and links to the DSPS look-up. Here is the contractor’s side: the dwelling credentials a contractor needs to pull a permit on a one- or two-family home. We link; we never copy DSPS records.
The dwelling credentialsEach row opens to its source and the date we read it
- Who must hold it
- Any person who obtains a building permit for a one- or two-family dwelling, held through a certificate of financial responsibility: either a Dwelling Contractor certification, or a Dwelling Contractor Restricted certification, plus a Dwelling Contractor Qualifier (below).
- When
- To obtain a building permit for work on a one- or two-family dwelling under the Uniform Dwelling Code. Requires a bond of at least $25,000 or general liability insurance of at least $250,000 per occurrence (DSPS page).
- Exemptions
- An owner who lives or will live in the dwelling and applies for a permit to do work on it is exempt (Wis. Stat. 101.654(1)(b)). The continuing education rules do not apply to a person who holds a current department license for the work done under the permit (101.654(1)(c)2.).
- Continuing education
- None required for the DC credential itself (DSPS page); the Dwelling Contractor Qualifier carries the education requirement.
- Authority
- Wis. Stat. 101.654; SPS 305.31

- Note
- The certificate of financial responsibility is valid for one year. It is a permit-pulling credential, not a trade license: it does not say which trades may work, only who may obtain the building permit.
- Who must hold it
- Same as Dwelling Contractor, issued when the applicant uses a bond of less than $25,000 but not less than $5,000.
- When
- To obtain a building permit for a one- or two-family dwelling when using a smaller bond. The holder may not do any work whose estimated cost exceeds the amount of the bond (Wis. Stat. 101.654(2m)).
- Exemptions
- Same exemptions as the Dwelling Contractor row.
- Continuing education
- No continuing education required for this credential (DSPS page).

- Note
- The certificate reads "Financial Responsibility-by a bond under $25,000 Certification" (SPS 305.31 note).
- Who must hold it
- A person who holds a Dwelling Contractor or Restricted certification must also hold, or engage as an employee, a person who holds a DCQ certification.
- When
- To obtain a building permit for a one- or two-family dwelling (SPS 305.31(1)(b)).
- Exemptions
- Owner-occupant exemption as above (Wis. Stat. 101.654(1)(b)).
- Continuing education
- 12 hours of department-approved continuing education to renew, 4 of them on construction laws and codes, contracts, liability and risk management (DSPS page; statute requires 12 hours every 2 years, Wis. Stat. 101.654(1m)(b)1.).

- Note
- DSPS also notes that most paint-disturbing renovation work in pre-1978 housing needs separate lead-safe certification, administered through the Wisconsin Department of Health Services (not read here).
